Rhodium board unaware of funding misuse

The HSCA said it does not currently monitor whether or not its own funding has been misused, adding: "The HSCA is aware of the recent allegations made against the HSCA about their funding allocations. It is also aware that HSCA staff use funds provided by Government, either directly or indirectly, to make donations. We will continue to investigate the allegations, which are serious, given there is concern at the impact this corruption has on the welfare of people in our care."

At least three HSCA staff members have been suspended, it said, while another six HSCA staff members have been disciplined pending an internal investigation.

The HSCA's website states that every year it uses money from several government agencies such as the Department for Work and Pensions (DWP) to fund a range of activities.

But it has admitted to misusing funds from £5,700 in the latest reporting period, according to the HSCA, which was fined £30,000 in 2007 over its "abuse of public money", and was also fined £5,850 in 2010 over its "improper misuse" of public money.

A report into the fraud allegations revealed that the HSCA had transferred almost £2m to the UK Government, using DWP funds for activities including paying for the use of HSCA facilities at hospital waiting rooms and at nursing homes.

In total, more than £15m of the £31.5m awarded to HSCA staff has been misappropriated for public funds, including £6.5m for the Department of Education's GPs Service and £3.5m for the Health and Social Care Information Centre.

It was revealed in September that HSCA funds had been misappropriated for the purchase of the home of Labour peer Sir Andrew Green in Surrey.

Amicale and auckland city to lock horns yet again, after the city's council agreed that the two cities should agree on an agreement on reducing the number of parking spaces they will require every day.

It's unclear how much this dispute will impact Auckland's ability to generate parking space for residents, but it's expected to be significant given the extent of the issues.

Councillors voted to take up the issue on Thursday morning, as both sides prepared to meet again next week at council's annual winter meeting, which has to go ahead as scheduled.

Auckland council is proposing to reduce the number of parking spaces on city roads by 30 per cent in order to reduce congestion and provide more available space.

An Auckland-based parking service provider told Guardian Australia that the majority of residents of the city had signed a non-disclosure agreement in 2015.

The provider estimated that the number of parking spots it uses every day is around 60,000, and that many residents were using the spaces for other reasons and might not want to be informed of where the parking spot would be.

The parking provider says that when the service provider was asked to sign agreements on parking spaces it would only sign agreements which stipulated that the people using the space would have the option to remove the parking ticket.

But when councillors asked parking service providers to agree upon a code of conduct with their customers, the provider agreed.

At the meeting on Thursday morning, councillors told Parking & Transport NZ that parking authority staff were now taking steps to reduce the number of parking spaces used by residents.

"We're working together with the city council and council staff to ensure that the parking lot we have becomes more appealing to prospective residents," chief operating officer Nicki Stokes said.

Stokes was also at the meeting on Thursday and confirmed that, in addition to the 40 per cent reduction, the city was going to be installing a system in 2015 to give residents more space between vehicles.

In response to the agreement, Auckland council told Guardian Australia that it's working on a code of conduct, and that any agreement, bylaws or regulations it has with another city would go into effect the day after their respective annual winter meetings.

In March, a code of conduct was proposed and then tabled in the council for residents. But it didn't come in until mid-December.

City council has already set a target of bringing that code in by December 2013.

Auckland City Council would not discuss specific discussions with Parking & Transport NZ about parking, other than to say that it's working with them on the issue, and that staff was discussing the issue with parking services on Thursday.

New Zealand is also proposing to move away from "park-only" parking.
